Evaluating a BC Public Service Employee Programme
The Background
The BC Public Service Agency, formed in 2003, provides leadership and services in people management. Established by the Public Service Act, the Agency supports its clients in achieving their human resource goals. It also improves the overall effectiveness of the public service by providing human resource management policies and frameworks, as well as a variety of human resource services, products and programs.
Client Needs
The BC Public Service Agency wanted to evaluate the reach of their Quittin' Time Employee Program. The program provides quit smoking medication and services to BC public service employees. The BCPSA were unsure if their promotional strategy for the program was actually driving employees to access the program resources. Additionally, they wanted to know what public service employees thought of the program and how well they understood key aspects of the program.

We developed and executed a research plan to examine the effectiveness of the Quittin' Time Program promotional initiatives. Our analysis and final presentation provided clear recommendations on how to promote the program.
Our research and data analysis were able to clearly answer the following questions for our client:
- What percentage of employees is aware of the Quittin' Time Program?
- How aware are employees about key aspects of the Quittin' Time Program?
- How effective are the promotional materials for the Quittin' Time Program?
- What do employees really think about the Quittin' Time Program?
The slogan "If you're ready to quit, we can help" was used consistently in the program's promotional campaign. Through our analysis we were able to show that this led a significant percentage of the program's target audience to believe that you could only access the program if you were absolutely ready to quit. Our recommendation was that the phrase be changed to something more positive and non-exclusive such as: "How we can help you quit" or "We can help you Quit!".
